先日、お邪魔した国分寺市の講座、今日は農業従事者の話が聞けるというので、お邪魔してきた。国分寺市の農家数は３００戸ほどで、養豚も行われているという。市民の農業ボランティアを募るななど、農業振興のためのいろいろな策もとられている。
戦前は養蚕をやっていたところから、今では野菜の直売所をやったり、観光農園をやったりと、いろいろ都市ならではの農業を試みられている。ちなみに東京都の野菜消費量の実は１割を、東京都で生産しているという立派な実績もある。
が、とどのつまり、農地の税や相続の話に及ぶ。税を払うためには、農業だけではやっていけない。いずれは、農地の切り売りを考えることとなるという。国分寺市でも生産調整地の看板が目立つ。でも、現実、この住宅に囲まれたところで畑をやると言っても現実的ではない。
農業非従事者からも、なんとか手を差し伸べたいという意見もたくさん出ていけど、差し伸べ方がわからない。農地の確保、ただ面積だけでは農業の健全な成長は見込めない。都市農業、またひとつ考えるいい機会になった。
~ City Agriculture ~ Today I listened to views about farming in Kokubunji-city in a workshop about environment and agriculture in their town, attended by the citizens of the town. There are 300 farmers in Kokubunji-shi, and some of
them engage in pig farming. They make effort to promote agri-production with some policies, for example, activities of volunteer fram helpers.
They used to be silk-farmers before World War Ⅱ. Now they have tried some ways that are particular in the city, to promote their production by selling their products or tourism and entertainment farming. By the way, it is an unexpected achievement that 10% of our vegetable consumption is Tokyo are produced in Tokyo !
However they have discussed that one of the biggest problems to keep their farm is the property tax of their farm or the inheritance tax. Actually in Japan,the property tax for the farm in the city is rather higher than in the countrysides. That makes keeping the farm to be more difficult in the city.
Farms in the city means not only the agri-production but also culture or landscape. We should think of them as our common issue.
